What does vortex do while downloading a mod?

Vortex, it would seem, stores the downloaded, compressed, mod that you've download from Nexus in your Appdata/Roaming/Vortex directory, then extracts the mod to a deployment-ready directory, THEN deploys those mod files to 'Skyrim Specialist Edition/data' folder. I told vortex that D:\Vortex\SkyrimVR\downloads is the downloads directory, but everything keeps downloading to C:\Users\\AppData\Roaming\Vortex. My C: drive is very tiny so of course downloading all the mods I want to use would be impossible. Does anyone know why this might be happening? With Vortex, when Vortex says there's a file conflict between Mod A and Mod B, you tell Vortex to have Mod A LOAD AFTER Mod B. If you accidentally tell Vortex to load Mod B AFTER Mod A, then you just need to change the rule to load Mod A AFTER Mod B, and Vortex automatically restores the overwritten files, and overwrites the correct ones.

Every time i try to download a mod from nexus, it wont let me use the mod manager, it does nothing for whatever reason. and then when i manually download the mod files straight to my computer and drag them into vortex and click install. vortex crashes and the mod will stall indefinitely on "preparing". Vortex is great for modding, it helps store mods and helps the user understand mods easily while also not limiting older users that might know more about modding than a beginner. For the average modder Vortex is probably your best bet with the ease of use however for veterans it might be a bit to easy and not complex enough.
