Chrome open file instead download

i am so sick of chrome automatically downloading files instead of opening them in my browser. a few months back this was not an issue. Now it seems to be a problem with out a plugin? This is ridiculous if it is true. How do i get google to open PDF's etc. in browser?. I think the question was about to open a local file directly instead of downloading a local file to the download folder and open the file in the download folder, which seems not possible in Chrome, except some add-on mentioned above.
