Download notification will not go away android

After receiving official Android 10 i did full reset and tried three times but every time it happens with me. This notification is not going away. What to do. Also I'm not able to use WiFi. In WiFi setting my phone doesn't show any network available. But in android setup it shows all available WiFi network. I tried to disable and force stop this.
